Export controls on cutting-edge AI chips have become instruments of policy – for example, the U.S. now tightly restricts advanced semiconductors to China in an effort to hamstring Chinese AI capabilities wilsoncenter.org. Alliances and rivalries are being reframed through an AI lens: nations are seeking AI partnerships with allies while fencing off adversaries’ access to critical tech. Behind the AI boom lies a voracious hunger for electricity. Modern AI requires enormous computational power – and thus vast energy – to train models and run data centers. This is creating an “energy arms race” of sorts, as countries and companies scramble to secure the power infrastructure needed to support AI growth. The asymmetry here is that the power to regulate does not automatically translate to power in innovation. A handful of tech superpowers might reap most of the economic gains, widening inequality between nations. In short, a future without cooperation is one of mounting AI-driven friction – economic, military, and political – that could easily spill over into broader instability. Yet there is an alternative path: one of global cooperation and governance that seeks to mitigate the downsides while sharing the benefits of the AI revolution. In this scenario, the international community recognizes the mutual risks – from energy strain to arms race instability – and takes collective action. We might see the emergence of new institutions or agreements akin to what existed for nuclear technology or climate change. For example, nations could form a Global AI Partnership (some have floated the idea of an “IPCC for AI” or an IAEA-like agency for AI safety) that facilitates transparency about large AI experiments and coordinates on setting safety standards. Major powers could negotiate limits on certain high-risk AI applications, much as arms control treaties have limited nuclear testing or proliferation – for instance, agreeing not to automate nuclear launch decisions, or banning AI algorithms that target humans without human oversight. On the infrastructure front, there could be efforts to cooperate on AI-related energy challenges: sharing best practices for data center efficiency, jointly investing in green energy projects in the developing world to support digital growth, and ensuring supply chains for critical minerals are diversified and peaceful. Smaller nations and global civil society would have a voice at the table, rather than being passive rule-takers of standards set by the few. Such a world might see AI treated as a shared global resource and challenge, akin to managing the open seas or outer space – requiring stewardship to prevent worst-case outcomes. This is not to be naive: competition will not vanish, and national interests will still drive differing approaches. But with guardrails and dialogue, the competition can be kept within safe bounds, and areas of positive-sum collaboration (like using AI for climate modeling or disease prevention) can be amplified.

The most likely future may lie between these extremes, featuring elements of both conflict and cooperation. We may witness a period of intense rivalry giving way (perhaps after a scare or incident) to belated cooperation – much as the Cold War eventually yielded arms control pacts after the Cuban Missile Crisis. One hopeful sign is that policymakers are already convening discussions on global AI governance; for instance, recent summits have brought together dozens of countries to pledge responsible AI development and information-sharing. There is also growing recognition that AI’s challenges – from bias to job disruption – are global in nature and cannot be solved by any nation alone. The key will be building trust and verification methods (potentially technical ones, like compute monitoring mechanisms) so that agreements in principle can be enforced in practice.
